Today, Bolivia deposited to the United Nations its instrument of ratification of the Treaty on the Prohibition of Nuclear Weapons, becoming the 25th party to this treaty. We have now reached the halfway point towards the nuclear ban treaty entering into force. I am thrilled and excited to hear this news.
We atomic bomb survivors, the Hibakusha, have told the world of the ultimate evil of nuclear weapons, through sharing our own experiences and suffering. This contributed to the international recognition of the catastrophic humanitarian consequences of nuclear weapons, which led to the adoption of the nuclear ban treaty at the United Nations on July 7, 2017. Two years later on this day, the very anniversary of the atomic bombing of Hiroshima, the number of countries who accept this legal norm has reached half of 50 – the number needed to enter into force. As someone who experienced the unspeakable horrors of the atomic bomb 74 years ago to this day, as just a young 13-year-old girl, there is no greater pleasure.
Those countries that have signed but not yet ratified the nuclear ban treaty – I appeal to you to accelerate your domestic processes, and ratify the treaty as quickly as possible. For those still reluctant to sign – I urge you to find the courage to stand on the right side of history.
And particularly, those countries that continue to depend on nuclear weapons, under the so-called “nuclear umbrella,” including Japan and Canada – I implore you to stop being a nuclear accomplice, and join the Treaty on the Prohibition of Nuclear Weapons.

本日、ボリビアが核兵器禁止条約への批准書を国連に寄託し、同条約への25番目の締約国となりました。これで、核兵器禁止条約は、発効までの道のりの半分の地点に到達したことになります。私はこのニュースに感激し、心を躍らせています。
私たち被爆者は、自分たちが体験した苦しみを語ることで、核兵器は絶対悪であると訴えてきました。それが、核兵器がもたらす破滅的な人道上の影響に関する国際的な認識を広げ、2017年7月7日の国連における核兵器禁止条約の採択を導きました。それから2年後のまさに広島原爆の日に、この法規範を受け入れる国が、発効に必要な50カ国の半数に達しました。ちょうど74年前の今日、13歳の女学生として原爆の筆舌に尽くしがたい惨害を体験した私にとって、これほど大きな喜びはありません。
核兵器禁止条約に署名をしたのにまだ批准していない国々には、ぜひ、国内のプロセスを早め、一刻も早く批准をしていただきたい。いまだ署名をすることを躊躇している国々には、勇気をもって、歴史の正しい側に立つことを強く求めます。
とりわけ、日本やカナダを含む、いわゆる「核の傘」の下で核兵器に依存する国々に対しては、核の共犯者に甘んじることをやめ、核兵器禁止条約に加わることを求めます。
